Artsen zonder Grenzen (MSF-Holland) is an Association of (former) field and office employees, with a Board keeping oversight. MSF-Holland has a partnership with MSF offices in the UK and Germany. This partnership, known as "MSF Operational Centre Amsterdam" (MSF-OCA), operates medical humanitarian interventions in about 25 countries. Annually, MSF-OCA deploys approximately 800 international staff and employs 10,000 national staff.
With the ultimate goal to provide quality care to our beneficiaries, the Learning & Development (L&D) Department seeks to offer quality, effective and efficient support by analyzing and responding to learning and development needs of all OCA staff.
De functie / The role
Place in the Organization
Reporting to the L&D Head of Department and working closely with the eLearning specialist, L&D advisors and L&D Officers
Objective of the Position
To strengthen accessibility and impact of L&D interventions through defining innovative L&D processes and methodologies contributing to an engaging and inclusive learning environment (with focus on field L&D)
Designs, develops and improves (face-to-face,digital and blended) learning interventions based on the learning needs of the field, the departments and the individual in collaboration with L&D advisors and specialists.
Designs and develops (face-to-face and digital) instructional design formats and support tools, courses and materials to support the L&D team, module trainers and learning facilitators
Researches innovative and new effective methodologies to advise the team on the most effective method to use for specific situations
Actively seeks out new trends, developments and best practices from the external L&D community, brings this new knowledge to the team In close collaboration with the eLearning specialist offers assistance to the team on Learning Management System administration and graphic design / development
Develops and manages a solid reporting system including kpi"s to follow trends on learning and development within MSF OCA and advises proactively about future opportunities, constraints and actions to be taken
Safeguards quality of and evaluates recommended changes and improvements to existing L&D offer
Actively manages preferred external providers /institutions for outsourcing L&D projects/translations;
Promotes pro-actively L&D vision among stakeholders in the organisation with a focus on application of learning and wider accessibility of learning opportunities within the organisation in line with L&D strategy and annual plans
Internal & External Communication
Demonstrated communication skills, oral as well as written
Pro-actively organizes meetings and info exchange with various stakeholders of OCA and partner sections
Works closely with eLearning specialist and L&D Advisors
With external providers and learning institutions on learning and development trends and opportunities
Het profiel / Your profile
Strong academic L&D background in training and course design and development, including F2F, digital and blended learning solutions
Demonstrated interest in keeping him/herself up-to-date with the latest trends and research in L&D
Knowledge of Learning Management System administration
Knowledge of basic eLearning development tools (Storyline, Captivate, etc)
Graphic design expertise
Track record in developing and managing KPIs and reporting systems with particular expertise in aggregating data and utilizing software like PowerBI
Experience and proven track record of developing blended learning solutions
Experience and proven track record in project management
Demonstrated ability to cooperate and maintain effective relationships with key stakeholders
Strong analytical and problem solving skills
Ability to transfer knowledge effectively to peers/ within the organisation
Ability to work independently with minimal supervision under pressure
Demonstrated ability to thrive in a diverse work environment
At least 3 years of experience in a relevant professional context
Excellent English skills. French/Arabic a plus
Humanitarian field experience is a plus

A gross monthly salary in scale 6 between € 2,737 and € 3,909 (depending on professional experience, based on a fulltime appointment).
